Issues Addressed:
- What are the roles and responsibilities of the new federal Health Information Technology Coordinator?
- Has IT adoption in health care lagged in comparison to other industries? If so, why? Has their been a "market failure" in health care IT adoption?
- Is it fair to characterize the current system as a tangle of antiquated mainframes, miserable PCs, unreadable handwriting, handwork and guesswork?
- What do you see as the promise of health care IT regarding system efficiency, medical errors reduction, bioterrorism response, etc.?
- Can the government help the adoption and dispersion of health care IT via regulation, incremental changes to reimbursement methods, and/or other economic incentives?
- To what extent will government ultimately be willing to pay for health care IT acquisition and implementation?
- Please describe the several provisions in the Medicare Modernization Act of 2003 compelling (though not mandating) the adoption of IT in the prescribing process and an expansion of funding for AHRQ.
- It seems that all leaders of a variety of political perspectives, left, right and center, agree that a "wired" health care system would reap many economies and efficiencies. Currently proposed legislation is emerging. What are the major bills and the differences in approach among them?
- Is the announced goal of President Bush of having personal electronic medical records in place for most Americans within a decade feasible?
- Define an electronic medical record. What is your preferred term: electronic medical record, electronic health record, computerized patient record, etc.?
- What is the status of the initiative to adopt electronic medical record standards?
- Please describe the current electronic medical record marketplace in the United States. How many vendors are there?
- Are the systems interoperable? How do you see this marketplace changing over the next decade?
- There has recently been a great deal of discussion of community health information infrastructures (CHIIs) and a national health information infrastructure (NHII). What is your view of the role and importance of CHIIs and the NHII?
- Should the government step in and force a "wiring" of health care with a massive public works project, i.e., the NHII?
- What would something like the NHII really cost and what would its financial returns be?
- What is your view of HIPAA? Has the HIPAA program been successfully implemented so far?
- How can we ensure that, in a "wired" health care system, the privacy of patients is protected and improved?
- What are the barriers to physician acceptance of new IT technologies in health care?
- What particular implications do these new health care IT initiatives hold for specific sectors of the health system such as pharmaceuticals, health plans, hospitals and physicians?
- Can you provide examples of leading plans and providers which have successfully implemented health care IT?
- What is the return on investment (ROI) of health care IT implementation? How can that ROI be measured?
- How will Wall Street react to the new drive for health care IT adoption and dispersion?
- What would the election of the Democratic candidate for President in 2004 mean for the new federal health care IT initiatives?
